Shevrin Jones’ SMILES Act Aims to Expand Dental Services in Medicaid

Florida Senator Shevrin Jones has introduced the SMILES Act, a bill designed to expand dental care services for Medicaid recipients. This legislation, officially known as the “Strengthening Medicaid in the Interest of Low-Income Economic Self-Sufficiency,” aims to improve access to dental care for vulnerable Floridians who often miss out on routine dental services due to affordability and access issues.

Key Provisions of the Bill

Expanded Dental Services: The bill would cover a broader range of dental services for Medicaid recipients aged 21 and older.

These services include routine diagnostic and preventive care (such as dental cleanings, exams, and X-rays), basic dental services (like fillings and extractions), and major dental services (including root canals, crowns, dentures, and other dental prostheses).

Increased Reimbursement Rates: Florida currently ranks 49th in the nation for Medicaid dental reimbursement rates, paying only 42% of the average fees charged by dentists. The bill seeks to increase these rates to encourage more providers to participate in Medicaid.

Support for Vulnerable Populations: The legislation is particularly beneficial for individuals with disabilities, who often face significant barriers to accessing comprehensive dental care.

Legislative Efforts

Senator Jones has filed SB 1048, while Representatives Marie Woodson and Angie Nixon are sponsoring the House companion bill, HB 975. The legislation is part of a broader effort to strengthen Medicaid in Florida, especially as Congress debates potential cuts to the program.

Implementation Timeline

If passed, the bill would take effect on July 1. This move aligns with Florida’s recent efforts to improve healthcare access, including a recent increase in Medicaid reimbursement rates for dental services as part of the “Live Healthy” legislation package.
